New Invoice status for jobs: Do not invoice (KERNEL-1207)

Some jobs are never supposed to be invoiced. The old solution for hiding them from the Payments page, for instance, was to set them to "Invoiced". There is now a clearer option, available on job level on the "Job fee" tab: "Do not invoice". Setting this to "Yes" will remove this from the Payments page.
